Surely there’s something more complex going on after “…I don’t understand” than simple C11?
When I play it I play either C11 or C9 and play the same chord up one octave and then two octaves and then back down…. but try what sounds best and most like Elton John to you.

Elton John noodles improvisations around the appropriate scales all the time when playing live. Especially when solo. He does it with deceptive ease as he is a really brilliant pianist. You just have to do the same which is much easier said than done.

I would play an Ab in the bass when moving from Bb to Eb at burning out his fuse up here alone. And of course similar bits if you want
